What is the best all around flash for the EOS 300D?

It all depends how much money you want to spend and how much you want to get involved with photography in general, not only aquatic.

I would consider:

- 420 EX (http://www.usa.canon.com/html/cameras_speedlite/420ex.html)
- 550 EX (http://www.usa.canon.com/html/cameras_speedlite/550ex.html)
- 580 EX (http://www.photo.net/equipment/canon/580ex/)

yep, those are pretty much the three options, except for a coupls of Sigma flashes that are compatible. You gotta consider whether you will use single flash or combine them with a master and slaves. Slaves can be the cheaper 420s.
