Ok I just got this camera the other day its a Canon A70 and I still have yet to master it. but is there a way to inhance this photo? I know there is water spots on the glass, I should have cleaned it. any idea on what I should do in the future to improve the pictures of my fish.

as I looked at the post, the first thing that came to mind, was "clean the glass". Then I read your comment. [smilie=laugh.gif] I always approach filming my fish as a session, that always starts with cleaning the glass, setting up lights .... That is a great approach to get into the filming set of mind.
As far as the pic, it's pretty decent quality. It shows that you dont have enough light on the tank, which you can see from the high contrast between the light from the flash and the areas where it does not hit.
IT looks like the camera is decent also, while it's only 3mpx, it does have the manual features that are necessary for aquatic photography.
I would suggest you read the threads in this particular forum, just go through them. You will find a wealth of information, from correct lighting, to camera features and manual controls. if you still have questions, please post them here and the MODs will answer them.

Given the fact that you are using on camera flash. I would say it's a pretty good effort (except for the glass part which you've already highlighted).
I suppose if you really what to get more out of your pictures with your current equipment, get Adobe Photoshop or some other similar image editing software. From there, you can do some of the following:
01. Creative cropping
02. Exposure compensation
03. Minor sharpness adjustment
Do be careful about ruining your picture with too much post editing though. It will make the picture look fake.

IMHO, I would suggest to lower the brightness a little bit. Kinda feel the brightness on the head is a bit too bright. Or decrease the exposuring compensation during taking photos to -0.5ev.
